to inform you that in the absence of legislation to establish a Censorship of
the Press the informal arrangement referred to in my Secret Jigts Jus Despatch of the 18th. of August, 1914, has been in force and has
been gradually extended as described in the enclosed Circular latter from the Colonial Secretary to the Editors of the four English Newspapers in this Colony. By a Circular letter of a few days later the Editors were requested to submit items under the headings (1) to (4) inclusive in the list to the Secretary for Chinese Affairs for censorship. A censorship of the Chinese Press has been conduct- -ed along the sme lines by the Secretary for Chinese Affairs. The Japanese Press, which is becoming considerable, has been uncensored as I could not procure any one with the requisite knowledge to do the work.
The Peace Preservation Society was in aid of
Yuan Shih-kai and his monarchical policy and it with item 2 has now ceased to exist. You will observe that the censorship is very com- -prehensive. Its wide scope has been rendered necessary by the rebellion in China, Japanese Political activities in that country, unrest in India, and the request of the Military Authorities that
